Patrick Lehman
Patrick Lehman, PE
Executive Director
Patrick Lehman was appointed Executive Director of the Authority in 1997. Mr. Lehman has been with the Authority since 1992, serving initially as the Authority Engineer. Prior to the Authority Mr. Lehman was Deputy Director of the City of Tampa Water Department. He has also worked in the private sector with a water/wastewater utility company and consulting engineering firms.

Mr. Lehman has a Bachelor of Science in Civil Engineering and a Master of Science in Environmental Engineering from the University of Iowa and is a registered professional engineer in the state of Florida.

Mr. Lehman is an active member of the American Water Works Association (AWWA) having served on national committees and councils and has served as chair of the Florida Section of the AWWA. The AWWA has presented Mr. Lehman with the George Warren Fuller Award for distinguished service to the water supply field. The AWWA has also designated Mr. Lehman as a life member in recognition of over 30 years of cumulative membership. He is also a member of the Water Environment Federation, American Society of Civil Engineers, and American Water Resources Association.

 

  Douglas Manson
Douglas Manson, Esq.
Legal Counsel
Douglas Manson; MansonBolves, is contracted as Legal Counsel to the Authority and has served in that position since 2002. He, along with other members of MansonBlves, provides general legal services and litigation representation for the Authority.

Mr. Manson has more than 25 years of experience representing private sector and governments in water, environmental, administrative, and governmental law. His specialties within environmental law include water use and surface water permitting, sovereignty of submerged lands, ordinary high water line issues, and regulatory compliance and enforcement issues.

Mr. Manson has a Bachelor of Science and J.D. from Florida State University. Mr. Manson has been named as one of Florida Trend’s Legal Elite and has an AV Rating by Martindale-Hubbell. He also retains board certification for state and federal government and administrative practice. Mr. Manson is a member of the American Water Works Association (AWWA), Water Management Institute (Board of Directors), The Florida Bar, Hillsborough County Agriculture Economic Development Council, and Hillsborough County Bar Association.

 

  Mike Coates
Mike Coates, PG
Deputy Director
Mike Coates has been with the Authority since 2006, initially serving as the Authority’s Water Resources Director and as the Deputy Director since 2012. Prior to employment with the Authority, Mr. Coates worked for more than 18 years in water supply, infrastructure development, and resource management for Tampa Bay Water. He also worked in water supply planning and regulatory positions with the South Florida and Southwest Florida Water Management Districts, and in the private sector as a geologist conducting petroleum exploration and development work.

Mr. Coates has a Bachelor of Science degree in geology from Central Michigan University and is a registered professional geologist in the state of Florida. He has been instrumental in the development of aquifer storage and recovery (ASR) for the Authority, which is the largest ASR system in the southereastern U.S.

He is also a member of the American Water Works Association (AWWA), and a member of the Association of Metropolitan Water Agencies (AMWA).

 

  Kevin Morris
Kevin Morris, PE, BCEE, CPPO, CSEP, CGFM
Science & Technology Officer
Kevin Morris has been with the Authority since 1999 and is currently the Science and Technology Officer. Prior to joining the Authority, Mr. Morris worked for 10 years with a global engineering services firm and worked on municipal, federal and private client projects located in Florida, Georgia, South Carolina, California, and Puerto Rico.

Mr. Morris has Bachelors and Masters degrees in Engineering from the University of Central Florida and an MBA from Florida State University. Mr. Morris is a registered Professional Engineer in the state of Florida and is Board Certified as an Environmental Engineer. He also has certifications as a Public Purchasing Officer, Government Finance Manager, Systems Engineering Professional, Envision Sustainability Professional, and has earned the LEED Green Associate and Six Sigma Green Belt credentials. Collectively, Mr. Morris has managed the implementation of over $250 million in CIP projects for the Authority including multiple surface water treatment capacity expansions, an ASR wellfield expansion, 33 miles of finished water transmission mains and an offline raw water storage reservoir.

 

  Richard AndersonRichard Anderson
System Operations Manager
Richard Anderson has been with the Authority since 2010, serving as the Authority’s System Operations Manager responsible for the day-to-day operation and maintenance of Authority infrastructure. Mr. Anderson has 20 years experience in utility operations, process control, and project management. Prior to the Authority, Mr. Anderson held various operations management positions with Tampa Bay Water and worked for a large electric utility in the power generation division.

Mr. Anderson is a graduate of the University of South Florida with a degree in International Relations/Government and is a Class “A” licensed Water Plan Operator in both Florida and Georgia.

Mr. Anderson is an active member of the American Water Works Association (AWWA) since 1998 having served as chair of the Florida Section of the AWWA as well as various Council and Regional positions and currently is FSAWWA Finance Committee Chair. He is the recipient of the Allen B. Roberts Award, Robert L. Claudy Award, and Region IV Outstanding Operator of the Year. Mr. Anderson is also a member of the Florida Water Pollution & Control Operator’s Association.

 

  Ann Lee
Ann Lee, MBA
Finance/Administration Manager
Ann Lee has been with the Authority since February 2015, serving as the Authority’s Finance and Administration Manager responsible for all accounting and administrative functions, including human resources and risk management. Prior to her employment with the Authority, Mrs. Lee worked in the private sector of both domestic and international accounting and finance for various manufacturing, technology, and construction entities.

Mrs. Lee has a Bachelor of Arts in Spanish from the University of South Florida and a Master’s of Business Administration from the University of Phoenix. She is also a Notary Public in the State of Florida and an active member in the Florida Government Finance Officers Association (FGFOA) and the Government Finance Officers Association (GFOA).
